(I admit however it would have been better if a copy of the Paper of Particulars had been sent) assign other emoluments beyond the salary.
Request oag. to inform W. Hastings that the Paper of Particulars sent to them clearly indicated that he was to expect no fees for which he was to perform duties belonging to the Harbour Master as a matter of fact fixed on the understanding that the fees for Examining were then only about 3/-; of course its value has since risen; and further inform ORG. that when the decision that the Examiner's fees were to be retained by the Ass. Harbour Master was taken, Section 8 of the Ord. of 1879 should have been amended, & direct him to take steps at once to amend it, & meanwhile not to appoint the Ass. Harbour Master a member of any Examining Board, as it is irregular and inconvenient to pay an officer a fee of five dollars out of the Treasury.
